ummmm, you can actually find a shih tzu at that price, but i doubt the quality you can get from that.
i know there are reputable breeders selling pet puppies at around 15k (fixed - neutered/spayed), which is quite reasonable and the quality is better.

i found some1 who is breeder of shih tzu here in bacolod.. this is just for pet not for shows manung.. sng last yr pa ko tani mabakal cya kaso naubos.. sbong my ara na sya tzu pups 1 mo. old.. i trust him bcoz some of the pet shop are negotiating with him for selling the tzu.. he will not break his name just to have money.. this business already in a years and no one complained that his tzu are not pure.. i just help him to sold his shih tzu puppies and he already built a pet parlor mos. ago..
